김수연 위원장은 현재 런던에서 Expert Witness 팀 상무로 근무중이며, 유럽, 중동 및 아시아 지역 건설 프로젝트 관련 소송 및 중재 사건에서 Quantum Expert로서 업무를 수행하고 있습니다. 지난 20년간 세계적인 해외 건설 시공사 및 클레임 전문회사들의 런던 사무실에서 근무 경험을 바탕으로,공사비 보상 청구 관련 (quantum claim) 다양한 전문성을 보유하고 있습니다. 최근 영국 변호사 (바리스터) 과정 (Bar Professional Training Course)과 자격시험을 수료하였으며, Quantity Surveying (영국 학사, Reading University), 건설 계약 및 중재 (영국 석사, King’s College London)과정에서 학위를 수료했습니다.

Based in London, Sue Kim is in charge of SCL (Korea) International Liaison Committee Lead. She is a Chartered Quantity Surveyor (FRICS) acting as quantum expert witness (MAE and RICS-registered) with 20 years’ experience in the construction and engineering industry. She has been recognised by Who’s Who Legal Construction Expert Witnesses and has been appointed as a Quantum Expert Witness in litigation, international arbitration, adjudication and mediation, acting for both employers and contractors. She specialises in the preparation and independent review of claims and defences concerning disputed variations, prolongation and disruption under various standard and bespoke construction and engineering contracts. She has provided commercial management, expert witness and dispute resolution services to numerous clients throughout the UK, Europe, the Middle East, Asia and Australia.
She is a registered expert determiner (RICS) and an adjudicator for Construction Industry Council (CIC) and UK Adjudicators. She is a Liveryman of the Worshipful Company of Arbitrators, a member of the Honourable Society of the Middle Temple and listed on panels of arbitrators for KCAB, LCIA, SCCA, QICCA, VIAC, THAC, AIADR and CIArb..

Kyongwha acts as counsel and advisor for multinational corporate clients in complex engineering, construction and commercial disputes. She has significant experience in representing states and corporate clients in international arbitrations (both commercial and investment) under the ICSID, ICC, SIAC, HKIAC, KCAB, JCAA, and UNCITRAL rules and local arbitration acts in venues around the world. Kyongwha focuses on mega projects in the energy, infrastructure, industrial, and residential sectors.
Kyongwha is a regular speaker and writer on various topics in construction law, international arbitration and investment treaty disputes. She serves as a faculty member of the academy on international construction projects run by Samsung C&T. Kyongwha co-authored the Korea chapter in the International Handbook on Commercial Arbitration edited by ICCA (2018) and the full-length treatise on arbitration in Korea, Arbitration Law of Korea: Practice and Procedure (Juris Publishing, 2012). She is a director of Korean International Mediation Center, on the Steering Committees of Korean Council for International Arbitration, Society of Construction Law Korea (International Liaison Sub-Committee), and the Rules Committee of the Asia Pacific Centre for Arbitration & Mediation. She frequently sits as an arbitrator and mediator.
Kyongwha received her law degrees (LL.B. and M.A.) from Korea University, her LL.M. from Harvard Law School where she received Roger Fisher and Frank E.A. Sander Prize for her LL.M. thesis, and has also completed coursework for Ph.D. program in International Investment Law at Seoul National University. Kyongwha is dual-qualified under Korea Bar and New York State Bar. She is fluent in Korean, English and Italian.

Jaesung Lee is the Dispute Support group leading partner at Deloitte Korea. He is specialized in the field of application of legal technologies into dispute resolutions. From the on-site claim/dispute experience to the independent expert roles brings bring the dispute resolution procedure more efficient and effective across the construction sectors including, but not limited to, power generation, nuclear energy, high tech factory, off-shore EPC, and ship building. Prior to Deloitte, Jaesung Lee served as the technical and expert advisor at Stephenson Harwood LLC; and as inhouse claim and/or commercial manager at Hyundai E&C.

이조섭 운영위원은 법무법인 화우에 소속되어 있으며 국제건설 분야에서 국내 굴지의 건설회사 이외에도 중국, 일본, 유럽 및 중동의 건설회사, 시행사 및 정부단체에게 중동지역 프로젝트와 관련 개발, 입찰, 계약 및 시공 단계에서 다양한 자문을 제공하였습니다. 특히 2018년에 발효된 카타르공공사업청(Ashghal)의 표준계약서 및 부속서류를 작성하여 현재 카타르에서 해당 표준계약서가 건설프로젝트에서 널리 사용되고 있습니다.
이조섭 운영위원은 또한 국제건설중재 전문가로서 ICC, QICCA, DIFC 및 KCAB 등의 국제중재센터에서 진행된 도로, 지하철, 빌딩, 발전/담수화 플랜트, 석유화학 플랜트 등과 관련한 다양한 국제건설중재사건들을 수행하여 의뢰인들의 분쟁을 성공적으로 해결하였습니다. 또한, 건설분쟁해결을 위한 클레임 제출 단계에서도 국내외 건설회사들에게 자문을 제공하여 공식적인 분쟁개시 이전에 합의를 통한 분쟁해결을 이루어 낸 다수의 경험을 가지고 있습니다.
이조섭 운영위원은 2023년 8월 화우로 복귀하기 이전에 9년간 카타르 도하에 거주하였으며 이때, K&L Gates 도하사무소 및 Pinsent Masons 도하사무소에서 근무하며 카타르, UAE, 사우디아라비아, 쿠웨이트, 이라크, 이란 및 오만에 위치한 다양한 건설프로젝트에 대한 자문을 제공하였습니다. 이조섭 선임외국변호사는 미국 뉴욕주와 영국 변호사 자격을 보유하고 있으며 수년간 주카타르 대한민국 대사관 자문변호사로 활동하였으며 KCAB International의 중재인으로 활동 중입니다.

Joseph Lee is a partner / senior foreign attorney at Yoon & Yang and is an international construction and disputes expert who handles both non-contentious and contentious matters by providing legal advice to contractors, developers and government agencies from wide demographic regions - covering not only Korea but also those from China, Japan, Europe and Middle East. Joseph has been advising clients on various issues arising during pre-development, tender, contracting, construction and post-construction/operation phases of various infrastructure, oil & gas and energy projects. In particular, Joseph advised the Public Works Authority of Qatar (Ashghal) and drafted its entire suite of contracts and ancillary documents for procurement of 18 types of projects and services (a.k.a., 2018 Ashghal contracts), which are widely used in Qatar as its standard form contracts.
Joseph Lee is also an international construction arbitration expert, experienced in advising on and conducting dispute resolution procedures in various fora including ICC, QICCA, KCAB, ad hoc arbitrations and courts in New York, Korea and Qatar. These disputes related to various types of projects including roads, metros, buildings, power/desalination plants and oil refinery plants. Joseph also supported clients in resolving its claims before escalating them to formal dispute resolution procedures by preparing the claims documentation and advising on the strategies for early settlement.
Prior to re-joining Yoon & Yang after 10 years, Joseph was based in Doha, Qatar where he worked at Pinsent Masons (Doha office) and K&L Gates (Doha office) handling projects located in the MENA region including Qatar, UAE, Saudi Arabia, Kuwait, Iraq, Iran and Oman. Joseph is a dual licensed lawyer qualified as an Attorney-at-law in the State of New York (2011) and a Solicitor of England and Wales (2022). Joseph has been acting as a legal advisor to the Embassy of the Republic of Korea in Qatar during his stay in Doha. Joseph is also a registered arbitrator at KCAB International.
