이용규 위원은 포스코이앤씨 재직 중이며, 공정관리그룹에서 발전, 인프라, 건축 등 국내외 다양한 프로젝트의 공정관리 운영에 대한 교육 및 지원을 수행하였습니다. 해외 또는 대규모 프로젝트의 경우 EOT클레임을 대비하여 CPM공정표 작성 및 Delay Analysis 지원 업무를 수행하며, Primavera P6 및 MS-Project 등 공정관리프로그램 교육을 담당하였습니다. 현재 포스코이앤씨 사업관리실에서 공정관리를 담당하고 있으며, 사내 Expert로 활동하고 있습니다.

Mr. Yonggyu Lee provided education and support for the operating ‘Time Management’ of various domestic and foreign projects such as power generation, infrastructure, and building. In the case of overseas or large-scale projects, he supported CPM schedule and delay analysis in preparation for EOT Claims, and was in charge of training CPM schedule programs such as Primavera P6 and MS-Project. Currently he takes charge of schedule management of headquarters in POSCO E&C and is working as an in-house schedule expert.

켈리 이 변호사는 영국 (England & Wales) 및 미국 변호사 자격증을 보유하고 있으며, SK 에코플랜트에 글로벌법무팀에서 국제 소성과, 해외건설 프로젝트, 국제 거래 및 국제 투자 관련 검토 및 분쟁 관련 업무를 담당하고 있습니다. 켈리 이 변호사는 Allen & Overy 홍콩 사무소 국제중재팀에서의 근무를 마치고 홍콩국재중제 센터 한국 지사의 수석 대표이사로 근무한 경력도 있습니다. Allen & Overy 근무 이전에는 현대중공업 국제법무팀 책임변호사로 국제중재 및 소송은 물론 국제거래 관련 업무를 담당하였다. 또한 그 이전에는 미국의 국제 로펌 근무경력이 있으며 미국 제 5 연방항소 법원 Harold R. DeMoss Jr. 판사의 로클럭으로 근무하였다. 국제중재에 대한 켈리 이 변호사의 경험은 유럽, 중동, 라틴 아메리카 및 아시아는 물론 모든 주요 기관 규칙 및 UNCITRAL 소송에 걸쳐 있다. 특히 EPC 계약, 구매 및 보안 계약, 합작 투자 및 주요 국제 프로젝트 관련 공급 및 금융 계약에 따라 발생하는 건설 및 상업 분쟁을 전문으로 하고 있다. 켈리 이 변호사는 영어와 한국어를 유창하게 구사하며, Northeastern University School of Law 및 Harvard Law School / MIT Inter-Consortium에서 각각 J.D. 학위 및 Masters in Advanced Negotiation 및 ADR 프로그램을 수료하였다.

Ms. Kellie Yi, a dual licensed (U.S. and England and Wales) attorney with wide range of experience in both contentious and non-contentious matters in Construction, Energy, Shipbuilding, ESG, and Sustainable Development sectors. Kellie has specialized in construction and commercial disputes including those arising under EPC contracts, procurement and security agreements, joint ventures, mergers and acquisitions, and related supply and finance agreements for major international projects. Kellie’s experience in international arbitration spans Europe, the Middle East, Latin America and Asia as well as all major institutional rules and UNCITRAL proceedings. She has experience working at Allen & Overy's international arbitration team based out of the Hong Kong office, a a major Korean construction/shipbuilding conglomerate company, an arbitral institution, and an ESG company. Kellie also previously worked at an international law firm in the U.S. and clerked for Hon. Judge Harold R. DeMoss Jr. of the U.S. Court of Appeals for the Fifth Circuit.

Dami Park has extensive experience in the various contracts, claims, and disputes in relation to the construction/energy industry. She has reviewed and negotiated various types of contracts such as EPC contract, equipment supply agreement, technical service agreement, consortium agreement, and O&M agreement relevant to thermal power plants/combined cycle plants/nuclear power plants and desalination plants and commercial properties. Ms. Park has also advised project management teams in relation to contracts and claims during the project excution phases.

안상효 위원은 현재 DL E&C (구 대림산업)의 Contract Manager로 재직 중으로, 계약서 검토/협상, 계약관리, Change Order, 클레임, 분쟁, 중재 및 소송 등의 업무를 수행하고 있습니다. 인하대학교 공학학사, 충북대학교 글로벌건설엔지니어링(계약관리) 석사, 광운대학교 건설법무학박사이며 FIDIC Contract Module(0,1,2,4) 및 Project Sustainability Management, Quality Management에 대한 교육 인증을 받은 FIDIC Certified Engineer입니다. 삼성중공업을 시작으로 EPC Project의 Project Management 및 Contract Manager 업무를 15년간 수행하였고, 이후 DL E&C에서 계약관리팀 소속 Contract Manager로서 7년 등 약 20년이 넘는 업무 경험을 가지고 있습니다. 수행 프로젝트는 해외 MISC LNGC, BG LNGC, Shell Bonga FPSO, Shell Prelude FLNG, Kuwait SHF, Kuwait FCC, Russia OMSK, Russia AORC, Russia Vysotsk 그리고 국내 SK LNGC, YNCC NCC, S-OIL RUCP, 포승바이오매스, 당진/태안/신서천/북평화력발전, 울산복합화력, 울진 SGR 프로젝트 등 이며 선박, 해양플랜트, 발전, 화공 설비 등 다양한 프로젝트의 계약관리/클레임/중재 경험을 보유하고 있습니다. 또한 FIDIC, 계약관리, Change 업무, 분쟁사례 등에 관한 사내강사로 활동하고 있습니다.

Sanghyo Ahn is currently working as Contract Manager for DL E&C (formerly Daelim Industrial), especially performing of contract review/negotiation, contract management, change order, claim, dispute, arbitration and litigation. He has Bachelor of Engineering at Inha University, Master of Global Construction Engineering (Contract Management) at Chungbuk National University, Ph.D. in Legal Affairs in Construction at Kwangwoon University and FIDIC certified engineer for education course of FIDIC Contract Module(0,1,2,4) and Project Sustainability Management, Quality Management. He started works at Samsung Heavy Induestries in 2001 and perforrmed Project Management and Contract Management for lots of EPC projects for 15 years, and works additional 7 years at DL E&C as a Contract Manager up to date, has a total of more than 20 years of Contract Management experience. He has project records for MISC LNG, BG LNG, Shell Bonga FPSO, Shell Prelude FLNG, Kuwait SHF, Kuwait FCC, Russia OMSK, Russia AORC, Russia Vysotsk, SK LNG, YNCC NCC, S-OIL RUCP, Poseung Biomass, Dangjin/Taean/Sinseocheon/GSDEP Power Plant, Ulsan Combined Cycle Power Plant, Uljin SGR Project etc. and has experience in Contract Management/Claim/Arbitration in various projects such as Shipbuilding, Offshore Plant, Power Plant, Oil & Gas Plant etc.. He is also active as an in-house lecturer on FIDIC, Contract Management, Change Works, and case study of dispute.

Jaesung Lee is the Dispute Support group leading partner at Deloitte Korea. He is specialized in the field of application of legal technologies into dispute resolutions. From the on-site claim/dispute experience to the independent expert roles brings bring the dispute resolution procedure more efficient and effective across the construction sectors including, but not limited to, power generation, nuclear energy, high tech factory, off-shore EPC, and ship building. Prior to Deloitte, Jaesung Lee served as the technical and expert advisor at Stephenson Harwood LLC; and as inhouse claim and/or commercial manager at Hyundai E&C.

Kyongwha acts as counsel and advisor for multinational corporate clients in complex engineering, construction and commercial disputes. She has significant experience in representing states and corporate clients in international arbitrations (both commercial and investment) under the ICSID, ICC, SIAC, HKIAC, KCAB, JCAA, and UNCITRAL rules and local arbitration acts in venues around the world. Kyongwha focuses on mega projects in the energy, infrastructure, industrial, and residential sectors.
Kyongwha is a regular speaker and writer on various topics in construction law, international arbitration and investment treaty disputes. She serves as a faculty member of the academy on international construction projects run by Samsung C&T. Kyongwha co-authored the Korea chapter in the International Handbook on Commercial Arbitration edited by ICCA (2018) and the full-length treatise on arbitration in Korea, Arbitration Law of Korea: Practice and Procedure (Juris Publishing, 2012). She is a director of Korean International Mediation Center, on the Steering Committees of Korean Council for International Arbitration, Society of Construction Law Korea (International Liaison Sub-Committee), and the Rules Committee of the Asia Pacific Centre for Arbitration & Mediation. She frequently sits as an arbitrator and mediator.
Kyongwha received her law degrees (LL.B. and M.A.) from Korea University, her LL.M. from Harvard Law School where she received Roger Fisher and Frank E.A. Sander Prize for her LL.M. thesis, and has also completed coursework for Ph.D. program in International Investment Law at Seoul National University. Kyongwha is dual-qualified under Korea Bar and New York State Bar. She is fluent in Korean, English and Italian.
